Following are Discipline findings for Dr. Wilbour Kelsick:
1989-Jul-27:
Discipline Finding - Following a hearing before the Board of the then British Columbia Chiropractic Association, Dr. Wilbour Kelsick was found to have used a vibrating massager contrary to the scope of practice defined at that time by the Chiropractors Act,* and as a result, was reprimanded and required to undertake in writing to discontinue use of the machine.
*Under the present version of the College’s Professional Conduct Handbook, chiropractors are now permitted to use a variety of therapies and devices, including “vibration therapy” (section 9.2).
2008-Jan-23:
Discipline Finding - In the Matter of the Complaint of K.R and R.P. – As part of a consent resolution, Dr. Wilbour Kelsick admitted that between approximately February of 1999 and July of 2005 he engaged in professional misconduct by providing chiropractic services to three women with whom he had already established an intimate sexual relationship. Following on those admissions, the Board of the then British Columbia College of Chiropractors ordered that Dr. Kelsick:
1. refrain in future from providing any level of chiropractic service to women with whom he is, or has ever been involved in an intimate relationship;
2. attend four sessions with a psychologist at his expense within six months focusing on patients/therapists relationships and the importance of maintaining clear boundaries at all times;
3. pay a fine of $5,000 and costs of $10,000; and
4. be suspended if he does not pay the costs and fine on time until such payments are made in full.
